I am not saying "let's create a process that will prevent anyone from
saying anything bad about you, ever, and find them out if they try", I
am saying "What do you think of monitoring what others are saying
about you, or are trying to impersonate your online presence, so you
can take appropiate action about it?".

Even if you performed an IP address check, and if they were smart, their IP address would be irrelevant.
