Implementing an ISM3 process requires writing the specified documents,
and producing or using the specified outputs and inputs.

What does ISM3 leaves out?

- Documents; The content of the documents. Policies, Procedures, Form
templates, Report templates, etc are necessary. They depend on the
particular implementation of the process. Best practices, methods and
standards are referenced, but no preference or guidance in their use
is provided.
- Resources; What budget, people, time, software and hardware (when
apppropiate) are needed for every process.
- Metrics; are named, but implementation will depend on choices like
the technology used, the stablished procedures, frequency of
measurement, and the thresholds.

So ISM3 is helpful, but not an oracle.
